Baldwin's street sewers are Nassau County's, and they flow to the county's plant at Bay Park, now called the South Shore Water Reclamation Facility. The pipe from your house to the street is yours. See also our Baldwin page and sewer line repair and hookups across Long Island.
What Sandy showed about the system
The state's NY Rising plan for Baldwin describes what happened in 2012: the Bay Park plant flooded, then kept releasing under-treated sewage from November 1 to December 14 before it was fully working again, and residents were asked to limit what went down their drains. The plan also counts four of the community's sewer pump stations in high-risk flood areas. For a house on a low street, the lesson is that the sewer can be overloaded from the street side, and your own line needs to be sound and protected.
Why Baldwin house sewers fail
With a median home built in 1949, many house sewers here are 75 years old or more. Clay joints let roots in, cast iron rusts thin along the bottom, and a line can settle where the ground was filled or is often wet. Signs: the main backs up again soon after clearing, roots on the cable, toilets that gurgle, or a sunken strip of lawn over the line.
Repair or replace
We clear the line first and find where the problem is and how deep, before recommending anything. A single broken section can often be dug up and replaced. A line that has failed in several places should be replaced from the house to the county connection. Work in Baldwin is permitted through the Town of Hempstead Building Department, and any work that touches the county's sewer goes through Nassau County Public Works, which lists a sewer permits line at (516) 571-6840.
Backwater valves on the low side of town
By our overlay of FEMA's flood map, about a quarter of the Census Bureau's Baldwin area is in the high-risk flood zone, mostly along Parsonage and Milburn creeks and the bay. On those streets, a backwater (sewer check) valve on the house sewer is worth considering. It lets your water out and closes when the flow reverses, so a backed-up street sewer can't push sewage in through the lowest drain. The best time to add one is while the line is already open for a repair. It needs a cleanout so it can be inspected and kept clear.
The street side
If the problem is in the county's main, the county fixes it. Nassau County Public Works lists a 24-hour sewer service line, (516) 571-6900, and a SUEZ hotline, 866-224-8508, for sewer issues. We can tell from inside your house which side the blockage is on.
