Valley Stream is a village with its own Building Department, but its street sewers belong to Nassau County. So a sewer job here involves the village for the permit and the county for the main. See also our Valley Stream page and sewer line repair and hookups across Long Island.

The county's sewer, the village's permit

Nassau County's health department lists the county's Department of Public Works, 1194 Prospect Avenue in Westbury, as the sewer authority for Valley Stream. Six Nassau villages run their own sewer collection systems (Freeport, Garden City, Hempstead, Mineola, Rockville Centre and Roslyn), and Valley Stream isn't one of them. The county system is large: about 3,000 miles of sewer main and 57 pump stations feeding the county's treatment plants, according to the Long Island Commission for Aquifer Protection. The pipe from your house to the county sewer is the building's, and that's the part we repair. Any repair needs a Valley Stream Building Department permit, since the village requires one for all plumbing work. The county Department of Public Works lists a separate sewer permits line, (516) 571-6840, for work that touches its sewer.

Why lines here fail

About three in four Valley Stream homes were built before 1960, and 30% before 1940, according to the Census Bureau's latest survey. House sewers of that era were usually clay tile or cast iron. Clay joints let roots in; cast iron rusts and its bottom wears thin; both can sag where the soil settled. The signs are the same: a main that backs up again within weeks of clearing, gurgling toilets, or a wet, sunken spot over the line in the front yard.

Repair or replace

We clear the line first, then locate the problem and how deep it is before recommending anything. A single broken section can often be dug and replaced. A line that's failing along its length should be replaced from the house to the county connection. In a two-family house (13% of the village's homes), the repair has to handle both units' flow, so we size it to the whole building.

Backwater valves on low streets

Our overlay of FEMA's flood map puts about 13% of the village in the high-risk zone, including a floodway along the stream, and about 14% more in the moderate-risk zone. When Sandy's surge came in, it flooded Hungry Harbor Road and the southwest corner of Mill Brook. During storms like that, the street sewer can back up into a basement through the lowest drains. A backwater (sewer check) valve on the house sewer closes when the flow reverses. It's a good time to add one when the line is already open for a repair, and it has to be kept clear and checked from time to time.

Questions

Sewer line repair in Valley Stream: FAQ

Is the sewer under the street mine or the county's?
The main in the street is the county's; Nassau County DPW is the listed sewer authority. The line from your house to that main is yours. For a backup in the street, call the county's 24-hour sewer line, (516) 571-6900.
Do I need a permit to replace my sewer line?
Yes. Valley Stream requires a Building Department permit for all plumbing work. The work is inspected by the village.
Can you add a backwater valve while you replace the line?
Yes. It's the easiest time to put one in. It closes if the street sewer backs up, so sewage can't come in through basement drains.
